Best Commercial Security Camera System for a Small to Mid-Sized Houston Office

If you run a 20-to-100-person office in Houston and you are shopping for cameras, here is the short answer: the best commercial security camera system for your office is not a brand. It is a design.

Three decisions matter more than the logo on the camera. How many pixels land on the spots you care about. How many days of video you keep. And who is responsible for the system after installation day. Get those three right and several platforms will serve you well. Get them wrong and an expensive system will still fail you on the one morning you need it.

Here is how to make those three decisions, and how the platforms compare once you have.

What "best commercial security camera system" means for a small office

Most vendors answer that question with resolution and AI features. That is the wrong starting point for an office.

A 5,000 to 25,000 square foot office has a different risk profile than a store or a warehouse. Fewer people move through it. Most of the real exposure happens after hours, or at the edges. A propped back door. A stranger in the suite at 7 p.m. A laptop cart that empties over a weekend. A dispute between two employees in a hallway. And the value sits in a few spots, like the IT closet and the front desk.

So for an office, "best" means three practical things.

  • Video clear enough at your doors to identify a face, not just notice a shape.
  • Enough days of recording that you can still find the event after you notice it.
  • A platform that one specific person is responsible for maintaining.

Everything else is a preference.

Pixels per foot: the number that decides whether footage is usable

Pixels per foot, often shortened to PPF, is the number of horizontal pixels your camera puts across each foot of the scene. It is the single most useful number in camera design, and it is the one most small offices never hear.

The U.S. Department of Homeland Security published working guidance in 2013 that is still widely used:

  • About 20 PPF — you can observe that something happened
  • About 40 PPF — you can review the event usefully
  • About 80 PPF — you can recognize a specific person

The European standard EN 62676-4:2015 lands in a similar place, at roughly 38 PPF for recognition and 76 PPF for identification. The 2025 revision of IEC 62676-4 uses updated terms but similar thresholds.

The math is simple. Divide the camera's horizontal pixels by the width of the scene in feet.

A 1080p camera has 1,920 horizontal pixels. To reach 80 PPF, the scene can be no wider than about 24 feet. A 4-megapixel camera has 2,688 pixels, which gets you to about 33 feet. A 4K camera has 3,840 pixels and reaches about 48 feet.

This is why a single 4K camera in the corner of a 60-foot open office does not produce an identifiable face. The resolution is fine. The coverage is too wide. Two cameras aimed at the two doors would do far more good.

Ask any integrator for the pixel density at your entry doors, your reception desk, and your IT room. If the proposal cannot tell you, it was not designed. It was quoted.

How many cameras a 10,000-square-foot office actually needs

Cameras should cover decisions and choke points, not square footage. Hallways rarely earn a camera. Doors always do.

Take a single-suite Houston office of about 10,000 square feet. A sound layout usually lands between 8 and 14 cameras.

  • Every exterior door, including the ones nobody uses (2 to 4).
  • Reception and the main lobby, aimed at faces coming in (1 to 2).
  • Parking areas and the approach to the building (2 to 4).
  • The IT or server room door (1).
  • Storage, supply, or equipment rooms (1 to 2).
  • Any area where cash, keys, or controlled stock is handled (1).

If a proposal for your office contains 30 cameras, ask what decision each one supports. If it contains four, ask which doors are uncovered.

How long to keep video, and what retention actually costs

Thirty days is the right default for most offices. The reason is not code. It is human behavior. Missing equipment gets noticed at the next inventory. A harassment complaint arrives two weeks after the incident. A vendor dispute surfaces when the invoice does.

Houston's own ordinance for high-risk business types requires 30 days of retention, which is a useful sanity check even for buildings the rule does not cover.

You can estimate storage yourself. A modern 4-megapixel camera using H.265 compression typically averages 2 to 4 megabits per second. One camera at that rate records roughly 22 to 43 gigabytes per day. Over 30 days, that is about 0.65 to 1.3 terabytes per camera.

Twelve cameras at 30 days therefore needs roughly 8 to 16 terabytes of usable storage. Recorders are usually sized with spare capacity and drive redundancy, so plan on more raw disk than that figure.

Two things quietly shrink retention after installation. Higher frame rates and higher bitrates get set during commissioning and never revisited. And a full drive silently overwrites the oldest video first. Ask how retention is monitored, not just how it is calculated.

Cloud, on-premise, or hybrid recording for a single-site office

All three work for an office. They fail in different ways.

On-premise recording puts a recorder in your IT closet. Ongoing cost is low and you own your video outright. You also own the failure. If the drive dies or the box loses power, nothing records until someone notices.

Cloud recording removes the recorder. Video lives offsite, so a burglary or a fire cannot take your evidence with it, and updates happen without a site visit. You pay monthly per camera, and your upload bandwidth becomes the limit. Twelve cameras at 2 to 4 megabits per second need 24 to 48 megabits per second of sustained upload. That is fine on Houston fiber and often a problem on a cable connection sold on its download speed.

Hybrid recording keeps full video locally and pushes clips, events, and remote access to the cloud. For most Houston offices with one location and a real IT closet, this is the practical middle. You keep local retention and still get an offsite copy of what matters.

The four video platforms DSC installs, and where each one fits

Hanwha Vision pairs Wisenet cameras with the Wisenet WAVE video software. WAVE licenses are bought per camera up front rather than as a monthly fee. The interface is simple enough that an office manager can pull a clip without a training session. Good fit for a single-site office that wants on-premise recording and low ongoing cost.

i-PRO is the former Panasonic security business. It builds analytics into the camera instead of a central server. The entry-level U-Series and the mainstream S-Series both run AI on the camera itself. That helps when you want solid person and vehicle detection without buying a heavy server, and it keeps the load off your network.

Avigilon gives you two paths from one family: Alta for cloud, Unity for on-premise. Its strength is search. If you expect to spend real time hunting through footage, Avigilon's search tools can turn a two-hour review into a few minutes.

Genetec unifies video and card access in one platform called Security Center. It was long an enterprise choice. The Cloudlink appliance line brought it down to small-site scale, starting with the Cloudlink 110 for low-density sites in September 2024. Pick Genetec when you already run access control, or know you will, and you want one system instead of two.

We service nearly any existing platform too, including systems another company installed. If your current cameras work, the honest answer is often to keep them and fix the design around them.

Texas and Houston rules that affect your office camera system

Your installer must be licensed by the state. The Texas Department of Public Safety treats network video as an alarm system. Its published guidance says that a company selling and installing cameras that send or store images over a computer network fits Chapter 1702's definition of an alarm system. The citations are Texas Occupations Code sections 1702.002 and 1702.105.

In plain terms: the company wiring your cameras needs a state alarm systems company license, and its technicians need individual registrations. Ask for the license number. Then check it on the DPS site. It is the fastest way to shorten a bid list.

Houston's exterior camera ordinance covers specific business types, and a standard office is not one of them. The rule applies to bars and nightclubs that earn at least half their revenue from alcohol. It also covers sexually oriented businesses, convenience stores under 10,000 square feet, and game rooms with six or more amusement machines.

Covered businesses have to meet a set floor. Cameras must be high resolution with wide dynamic range, at least 2 megapixels, 1920 by 1080, and 30 frames per second, in a non-proprietary MPEG-4 format. They must record at all times, even when closed. They must keep 30 days of footage, post signs at public entrances and exits, and hand video to police within 72 hours of a request. Fines run up to $500.

Your office is almost certainly exempt. The specs are still a fair benchmark, since they are what the city considers adequate for its highest-risk buildings. Placement carries its own obligations. Cameras do not belong in restrooms, changing areas, or anywhere people expect privacy. Review employee notice and recording practices with your attorney and your HR lead before installation, not after.

Ten questions to ask before you sign a camera proposal

Bring this list to every bid. The answers will separate a design from a quote faster than any spec sheet.

  1. What is the pixel density, in pixels per foot, at each door and at reception?
  2. How many days of retention does this design deliver, at what frame rate and bitrate?
  3. How much usable storage is included, and how much raw disk is installed?
  4. Is recording local, cloud, or hybrid, and what upload speed does it need?
  5. What is your Texas DPS alarm systems company license number?
  6. Are the cameras NDAA compliant, and can you show me the manufacturer's statement?
  7. Who owns the recorded video and the exported clips, and how do I get them out if we change vendors?
  8. What happens if a camera stops recording? Who is notified, and how?
  9. What does year two cost — licenses, cloud fees, service agreement, and firmware updates?
  10. Who is my point of contact for service, and what is the response time in writing?

What a camera system will not do for your office

This is the part most proposals leave out.

Cameras rarely prevent anything. They document. A camera at your back door does not stop the door from being propped, and it will not alert you unless someone configured it to. If your problem is that people prop the back door, the fix is access control and a door contact, not a better lens.

Nobody watches the live view. Not you, not your office manager. Video earns its cost after the fact, or through alerts that were deliberately set up and tuned. Analytics reduce the noise, but they also generate false alerts, especially outdoors in the first few weeks. Tuning is part of the job.

And a camera system that nobody checks will quietly stop working. A dead camera looks exactly like a working camera on a wall. The systems that produce evidence years later are the ones with health monitoring and a maintenance schedule attached.

Getting a design instead of a quote
