![How to Switch Fire Alarm Inspection Companies in Houston Without a Compliance Gap](https://www.thinkdsc.com/hubfs/fire%20alarm%20compliance%20image.png)

If your fire alarm inspection company misses visits, sends deficiency reports with no prices, or stops calling back, you can switch. The safest time to do it is before your next inspection comes due, not after. The duty to keep the system inspected stays with the building owner the whole time. So the goal of a switch is simple: no lapse in testing, no lapse in monitoring, and no lost records.

This guide is for the facilities director or property manager in Houston who is unhappy with a current vendor and wondering whether, when, and how to change. It covers what the code requires, what to collect from your old company, how to time the handoff, and a checklist you can use this week.

## Signs it is time to switch fire alarm inspection companies

Most switches start with one of four problems. Any one of them is worth a direct conversation with your vendor. Two or more usually means it is time to look elsewhere.

- **Missed or late inspections.** The annual test slipped by months. Or the quarterly and semiannual items, like waterflow and valve tamper switches, never happen at all. You find out when the fire marshal asks.
- **Deficiency reports with no follow-up.** You get a list of problems and then nothing. No quote, no schedule, no call. Or the quote is one lump sum with no line items.
- **Reports you cannot use.** A tag on the panel and a one-page summary, instead of a device-by-device record.
- **A contract that is hard to leave.** Automatic renewal, a long term, or monitoring bundled in so that leaving one means leaving both.

A late inspection is the most serious of the four. It is the one that puts a code violation on your building, not on the vendor.

## Who is responsible for fire alarm inspections in Houston: the owner or the vendor?

The building owner. [NFPA 72](https://www.nfpa.org/codes-and-standards/nfpa-72-standard-development/72), the national fire alarm code, puts the duty to inspect, test, and maintain the system on the owner or the owner's designated representative. A property management firm can carry that duty under its management contract. Your inspection company does the work, but hiring one does not move the responsibility.

In Houston, the requirement comes from the local fire code, not from a statewide Texas law. The City of Houston enforces the 2021 International Fire Code under [Ordinance No. 2023-9071](https://www.houstonpermittingcenter.org/media/9051/download), effective January 1, 2024. Unincorporated Harris County has enforced the [2021 International Fire Code](https://hcfchub.net/faq/) since January 1, 2025. Both send you to NFPA 72 for inspection and testing, and Texas uses the 2019 edition of that standard under [28 Texas Administrative Code §34.607](https://regulations.justia.com/states/texas/title-28/part-1/chapter-34/subchapter-f/section-34-607/).

In practice, that means a full test at least once a year, plus some items every three or six months. We walked through that full schedule in [How Often Does a Commercial Fire Alarm Have to Be Inspected in Texas?](https://www.thinkdsc.com/blog/how-often-commercial-fire-alarm-inspected-texas) The fire code also expects you to keep records of that work and show them to the fire marshal when asked.

The state's part is licensing. Any company that inspects your fire alarm must be registered with the Texas State Fire Marshal's Office. Texas counts inspection and testing as fire alarm "service," so registration covers inspectors, not just installers. Commercial inspections are done or supervised by a licensed [Fire Alarm Technician or Fire Alarm Planning Superintendent](https://tdi.texas.gov/fire/information-fire-alarm-registration-license-test.html).

## Can you switch fire alarm inspection companies in the middle of a contract?

Often, yes. But read the agreement before you call anyone. Look for four things:

1. **The term and renewal date.** When does the current term end?
2. **Automatic renewal and notice.** Many agreements renew on their own unless you cancel in writing inside a set window before the renewal date. Miss the window and you may owe another year.
3. **Termination for cause.** Some agreements let you leave early if the vendor fails to perform. Missed inspections may count. Keep dated records of what was missed.
4. **Bundled monitoring or leased equipment.** If the same company monitors your alarm, or owns the radio or communicator on your panel, leaving may take more steps.

If your agreement renews on January 1, 2027, the notice window may already be open in November 2026. Check now.

We are integrators, not lawyers. If the language is unclear, or the vendor says you cannot leave, have your attorney read the contract before you send notice.

## What to collect from your current fire alarm company before you switch

Collect everything a new company needs to pick up where the old one left off. Ask in writing, and keep a copy of the request.

- Every inspection and test report they have for your building, going back at least three years.
- The record of completion, as-built drawings, and a device list with locations.
- The open deficiency list, and proof of what has been repaired.
- Smoke detector sensitivity test records. These run on their own cycle, separate from the annual test.
- Panel passwords, access codes, and a copy of the panel's site-specific programming.
- Monitoring details: the central station's name, your account number, and how the panel sends signals.

Before you ask, check the panel room. Many newer systems have a documentation cabinet at the panel that is meant to hold drawings and records. Some of what you need may already be on site.

One honest limit. Some fire alarm panel brands are sold and serviced through a small dealer network. If your panel is one of them, not every company can reprogram it, even with the passwords. Ask a new vendor whether it is authorized on your panel brand before you give notice to the old one.

## When to switch: timing the handoff around your inspection dates

Book the new company's first inspection before your next test is due. Then let the old agreement end. Not the other way around.

Three dates matter:

- **The annual test date.** Find the date of your last full test. The new company's first full test should land before that date comes around again.
- **The quarterly and semiannual items.** These are where gaps hide. A switch in the middle of the year can skip a waterflow or tamper switch test if no one tracks it.
- **The monitoring cutover.** If monitoring is moving too, this is the riskiest hour of the switch. The new company reprograms the panel to report to its central station. Until a test signal reaches the new station, your alarm may be calling no one. Pick the date, confirm the test signal that day, and close the old account only after.

Many owners ask the new company for a full baseline inspection at the start. It costs a visit, but it gives you a clean record you trust from day one.

## Checklist: how to switch fire alarm inspection vendors without a compliance gap

1. Find your last full annual test date and the due dates for quarterly and semiannual items.
2. Read your current agreement for the renewal date, notice window, and monitoring terms.
3. Request reports, drawings, programming, and passwords from the old company in writing.
4. Look up the new company on the [State Fire Marshal's license search](https://appscenter.tdi.texas.gov/reports/p/sfmo). A blank result can mean expired insurance on file, so call if you get one. We covered how to read that search in [Who Licenses Security and Fire Alarm Companies in Texas?](https://www.thinkdsc.com/blog/who-licenses-security-and-fire-alarm-companies-in-texas)
5. Confirm the new company is authorized on your panel brand.
6. Get written pricing for inspections, and ask how deficiencies will be quoted.
7. Schedule the new company's first inspection before your next due date.
8. If monitoring is moving, set the cutover date and confirm a test signal reaches the new central station.
9. Send written notice to the old company inside the notice window.
10. File the new company's first report with your old records, so the full history stays in one place.

## Questions to ask a new fire alarm inspection company in Houston

- Who will inspect my building, and which Texas fire alarm licenses do they hold?
- Are you authorized on my panel brand, and can you reprogram it?
- Will I get a device-by-device report? What will it say about devices you could not reach?
- How do you price deficiencies? Will each one name the device, location, and code section?
- Who tracks my quarterly and semiannual due dates, you or me?
- If monitoring moves to you, how do you handle the cutover?

DSC inspects, tests, and services commercial fire alarm systems for office buildings, schools, medical facilities, mid-rise properties, and HOA communities across Houston. DSC is registered with the Texas State Fire Marshal's Office under Alarm Certificate of Registration ACR-1930865. It is an authorized dealer and certified installer for Edwards, Honeywell, and Siemens fire alarm systems. If you are comparing providers, here is how DSC handles [commercial fire alarm inspection and service in Houston](https://www.thinkdsc.com/fire-alarm).

## What to expect from the first inspection with a new company

Expect more deficiencies than your last report showed. That is not always an upsell. A new set of eyes doing a full test often finds devices a rushed vendor skipped.

Still, every item should be easy to check. Each deficiency should name the device, its location, the problem, and the code section. A photo helps. The report should also rank the items. An impairment, where the system or part of it cannot do its job, needs prompt repair. Other items can be planned into a budget.

Switching vendors does not erase old deficiencies. If a problem was on last year's report, the fire marshal can see it too. And if some devices could not be tested, such as those in locked tenant suites or occupied patient rooms, an honest report says so.

## How switching works in schools, medical facilities, office towers, mid-rise buildings, and HOA clubhouses

The steps are the same everywhere. The pressure points are not.

- **Office towers.** Tenant suites are the usual gap. Plan access before the first inspection, or those devices will show up as "not tested."
- **Schools.** Time the first full inspection for a break. A district with campuses inside and outside Houston city limits may answer to two fire marshals, so keep each campus's records separate. More on DSC's [fire alarm and security work for Houston schools](https://www.thinkdsc.com/education).
- **Medical facilities.** Hospitals and other sites surveyed by CMS or The Joint Commission have their inspection records reviewed closely. Get every past report in hand before the switch.
- **Mid-rise residential and mixed-use buildings.** Devices inside units need resident notice for access. Build that time into the schedule.
- **HOA clubhouses.** Board and management turnover scatters records. The clubhouse panel may be the only commercial system the association owns, so the records are easy to lose. See DSC's [security and fire services for HOAs and property managers](https://www.thinkdsc.com/property-management-hoa).

## Where to start if you are thinking about switching

Pull three things today: your last inspection report, the date of your last full test, and your service agreement's renewal date. Those three tell you how much time you have.

This article is general information, not legal or code advice. Your local fire marshal has the final word on your building, and your attorney should weigh in on your contract.

A commercial fire alarm system in the Houston area is tested at least once a year. That is the baseline most building owners know.
